American Traffic Solutions Video Explains Florida Red-Light Safety Camera Violation Process

In Florida, all ATS programs operate in full compliance with the Mark Wandall Traffic Safety Act.  Pursuant to the business rules or requirements as defined by the city, county or municipality, ATS captures images and video of vehicles that run red lights. Those images are reviewed and either approved or rejected by the issuing authority. ATS does not have the authority to decide whether or not a violation is issued. That decision is entirely in the hands of the customer.

Viewers of the video will see how the camera system works, how events are captured, and the process police follow when deciding whether or not to issue or reject a violation. In Florida nearly 7 out of 10 events captured are rejected as a result of both the customer’s business rules or police review. As a result of the violation review process, only 30 percent of the events captured ever become violations.

Florida is the 3rd deadliest state in the nation for red-light running fatalities. In 2012, red-light runners caused 4,803 traffic injuries in Florida, costing communities more than $646 million.  Earlier this year, an Office of Program Policy Analysis and Government Accountability (OPPAGA) report found fatalities have fallen 49 percent at intersections with red-light safety cameras.

Similarly, a Florida Department of Highway Safety and Motor Vehicles (DHSMV) report found that 95 percent of the drivers receiving a violation did not receive a second. These results indicate red-light safety cameras are operating as designed, which is to reduce the number of right-angle intersection crashes by changing driver behavior through traffic law enforcement.
