Pihlajalinna to become social and healthcare services partner of Forssa, Humppila and Ypäjä
On 20 February 2017, the Joint Municipal Welfare Authority in the Forssa region selected the Pihlajalinna Group as its social and healthcare services partner. The realisation of the agreement is subject to the approval of the municipal councils of the individual municipalities forming the Joint Municipal Authority. A service production agreement may actualize even when not all municipalities join it. On Monday 29 May, the municipal councils of Forssa and Humppila voted in favour of establishing a joint venture with Pihlajalinna. The municipal council of Tammela voted against the joint venture. The municipal council of Ypäjä already voted in favour of the joint venture earlier. The municipal board of Jokioinen has decided to discontinue the procurement procedure for the time being and the municipal council of Jokioinen has not decided on the matter.
The population governed by the Joint Municipal Authority is approximately 34,500. The Joint Municipal Authority has estimated that the value of the possible outsourcing agreement for five municipalities would be roughly EUR 37 million per year. If the outsourcing includes three municipalities (population cirka 22,800), the agreement’s value will be lower. According to the tendering documentation, the agreement period is 10 years at the minimum and 15 years at the maximum. The tendering covered the majority of primary care services at the Joint Municipal Authority, along with specialised care (with the exception of services purchased from the hospital district) and mental health and substance abuse services.
The eventual terms and conditions of the service agreement will be specified at the negotiations.
