Winrock International Names Carol Ann Smith Vice President of Operations

Smith succeeds Ron Hubbard, who is retiring after 28 years

ARLINGTON, Va. (March 31, 2014) – Winrock International announced today that Carol Ann Smith will become the organization’s new Vice President of Operations, succeeding Ron Hubbard, who is retiring after 28 years of service with Winrock.

Recently, Smith was the Senior Director for Grants, Contracts and Supply Chain Services at Population Services International (PSI), where she was responsible for the award compliance, cost and pricing, and procurement and logistics functions for the global health organization, which addresses the health problems of low-income and vulnerable populations in more than 65 developing countries. Prior to her work at PSI, Smith worked as the Senior Director for Grants and Contracts at Family Health International and Regional Operations Director for The Nature Conservancy.

At Winrock, Smith will be responsible for the organization’s contracts, cost and pricing, procurement, human resources, security and group operations for program finance support.

Smith currently serves as the Secretary of the Board of Directors of InsideNGO and has more than 25 years of experience in award management, compliance, finance and international development, and has worked in more than 60 countries. She studied International Relations, earning her bachelor’s degree with honors from the University of South Carolina.
