ÅF to improve the electricity supply in Tajikistan

ÅF has been recruited by Barki Tojik, the vertically-integrated state-owned electric power utility in Tajikistan as a project implementation consultant for the Wholesale Metering and Transmission Reinforcement Project.

ÅF has been recruited by Barki Tojik, the vertically-integrated state-owned electric power utility in Tajikistan as a project implementation consultant for theWholesale Metering and Transmission Reinforcement Projectwith the overall budget of 4.3 Millions of USD.

ÅF in Spain will provide assistance with management, project design, and procurement of contractors, as well as supervision and commissioning of metering and transmission projects.

ÅF is responsible for:

  • Project management and administration
  • Support during the bidding process (bid specifications, technical evaluation and reporting complies with ADB and Government of Tajikistan procurement procedures)
  • Assuring the effective design and engineering inputs
  • Support to comply with ADB’s Safeguards Policy Statement 2009
  • Contract management
  • Financial management
  • Quality control of materials, equipment, systems, software and communications.
  • Effective management of works and installation, testing, commissioning, handover and guarantee.
  • Capacity enhancement of Project Management Unit.
  • Produce, disseminate and obtain appropriate acceptance of a Code of Practice for the operation of the wholesale metering system

There are two-project within the scope of work Barki Tojik needs to implement:

(i)Installation of approximately 1,100 wholesale meters and settlement system including approximately 1,100 current transformers and 700 voltage transformers;

(ii)Construction of approximately 95 km of new single circuit single conductor 220 kV transmission line interconnecting Rudaki and Ayni Substation with rated capacity of 320 MWA.

Barki Tojik is in the process of organizational restructuring to form three separate business units. To facilitate separation of Barki Tojik into business units and eventual commercial operation, a wholesale metering system is to be installed for measuring and recording energy transfers between generation, transmission and distribution.In addition to the wholesale metering project, Barki Tojik also intends to implement construction of a new 220 kV line from Ayni to Panjakent with associated substations works.
