1+1 Media appeals to the executives of social networks with a demand to block groups that pose a threat to national security
1+1 Media Group of Companies has appealed to the executives of the offices of Facebook, Twitter, Odnoklassniki, and VKontakte social networks, as well as to the Secretary of the National Security and Defense Council regarding the facts of continuous dissemination of calls for violation of the territorial integrity of Ukraine; for separatism and terrorism in the territory of the self-proclaimed, contrary to the Constitution of Ukraine, Donetsk and Luhansk “People’s Republics” that create a substantial threat to the national security of Ukraine.
In their appeal, 1+1 Media urges the executives of the offices of social networks to take measures to block groups and accounts that systematically allow open calls for separatism and terrorism, approval of actions of illegal separatist armed forces and other military special forces that conduct warfare against the legitimate Ukrainian special forces and the National Guard in the territory of the self-proclaimed Donetsk and Luhansk “People’s Republics”; calls for extremist activity against both Ukrainian and international law; publication of the lists of citizens with photos, addresses, and phone numbers, calling to commit lynch-law and violence against them; incitement of interethnic hostility; making discriminatory statements on the grounds of ethnic and national identity, and political preferences; and publication of information that is untrue and aimed at manipulating public consciousness. The list of such main groups is attached to the appeal.
“We do not oppose freedom of speech and freedom to express one’s thoughts, as well as we do not support the introduction of state censorship. We are well aware of what it means, because it was our Media Group’s channels, which broadcasting was shut down by the self-proclaimed government of the Donetsk and Luhansk “People’s Republics.” We understand that, as of today, Ukraine has no regulatory control over the order of creation, use or prohibition of access to these online resources. We believe that such issues in the democratic country may well be resolved through the mechanisms of self-regulation. Especially since the activity of these groups not only contradicts the law, but also grossly violates the terms and rules of the social networks themselves,” is stated in the appeal of 1+1 Media.
In their appeal to the National Security and Defense Council, 1+1 Media proposes to establish a working group, which will bring together experts in the field of information security, in order to develop a common action plan to combat information manifestations of separatism and terrorism spreading through social networks. As well as to develop, where applicable, the legislative process for settlement of this issue, and to define the state authorities to record such violations.
For their part, 1+1 Media expresses readiness to take an active role in elaboration of these issues as part of a working group.
