New study show good results for Attendo’s combination contracts in Finland
Combination contracts for social and health services bring benefits to both municipalities and citizens, with satisfied clients and lower costs. That’s the conclusion in a new study on the results of Attendo’s combination contracts in three municipalities in Finland.
A combination contract is when a private provider takes over the responsibility for a whole care chain including medical care.
“Attendo has succeeded in what we aimed to accomplish. Access to services is quick and easy, the company has introduced new and pre-emptive services and our people are happy with Attendo’s quality of service”, says Mr. Timo Hokkanen, Social and Health Service Director of Pyhtää Municipality.
Mr. Hokkanen also confirms significant savings after Attendo took over the total responsibility.
“The municipality has saved 400 000€ compared to 2014 when the services in question had not been outsourced. I can happily say that the outsourcing has benefited both the municipality and the citizens”, says Mr. Timo Hokkanen.
The study from Kuntamaisema Oy found that Attendo combination contracts in the municipalities of Tohmajärvi, Rääkkylä and Puolanka brought high satisfaction and shorter waiting times. The researcher, Ms. Laura Käsmä, says in her conclusion that combination contracts “seems to bring cost-efficiency and better availability, especially in healthcare.”
In addition, combination contracts brought new services to the municipalities. All three municipalities in the study got a weekly reception of a psychiatrist and in addition access geriatrics, radiology and opportunities to consult with substance abuse specialists.

According to the study, the net change in costs per capita between 2012 and 2014 was +2.2 percent. For comparable municipalities without total outsourcing, the corresponding net change during the same period was +7.9 percent, resulting in a significant lower total cost for the taxpayers where combination contracts have been introduced.
