Silicon Valley High-Tech Law Enforcement Professionals Create New Security Company to Combat Yearly $600 Billion Fraud-Related Industry Losses

Armed with law enforcement background and tech expertise, BD Consulting and Investigations will make its debut at CES 2013 in Las Vegas

SAN JOSE, Calif.,  December 20, 2012-- After solving a multi-million dollar case in licensing fraud for Philips Electronics, Tom Quilty, former member of the FBI’s REACT High Technology Crime Task Force, was asked by Philips to start his own high-tech investigative company, now known as BD Consulting & Investigations, Inc. (BDCON).

Unlike other companies attempting to solve the issues of intellectual property (IP) misuse, BDCON is led by a team of Silicon Valley law enforcement professionals with 90+ years of experience between them. Formerly serving as police captains, military majors, FBI agents, or technology executives and accountants, the leading members of BDCON will debut their innovative products and services at the Consumer Electronics Show (CES) in Las Vegas this January.  

The Organization for Economic Co-operation and Development (OECD) estimates the sale of counterfeit goods at $600 billion per year and increasing by 10 percent each year. This estimate doesn’t include issues such as trade secret theft or patent infringement, which represents many additional billions in lost revenues and shareholder value for some of the world’s largest technology companies.

Whereas most competitors in this market focus on specific sub-segments of the problem, BDCON is positioned to provide comprehensive solutions. In addition to its analytical database and Image Protection software, it will be offering direct investigative and consultation services.

In addition to BDCON’s unmatched experience in high-tech law enforcement, the company will benefit from the background of Chief Technology Officer, Mark Phillips. Phillips holds 17 patents and has extensive experience is working for Silicon Valley early stage startup companies.. He will be using his expertise in technology and software development to reach BDCON’s goal of becoming the premier IP protection company within seven years. One of his first priorities is integrating BDCON’s analytic approach into solutions provided by Palantir Technologies, allowing for significant expansion of BDCON’s capabilities.

Quilty explains the reasons for the rapid rise in intellectual property crimes include continued expansion of Internet sales that helps to mask fraudulent use, overseas manufacturing greatly increases the exposure of intellectual property; and worldwide law and government enforcement activities are hampered by shrinking budgets and competing priorities.

The consumer electronics industry is BDCON’s initial focus, as Quilty regards the industry as the significantly vulnerable and susceptible to IP misuse. However, BDCON will also be targeting the pharmaceutical industry as well as manufacturers of aircraft and auto parts. At CES, BDCON will be meeting with representatives of major companies that have exposure through licensing, royalty agreements, high-value brands and even offshoring or outsourced supply chain elements.
