CellPoint Solution Means E911 Delays Unnecessary Technology Available Today Provides US GSM Operators with Viable Roadmap as October 1 Deadline Approaches LONDON, UK - Sep. 18th, 2001 - CellPoint Inc. (Nasdaq: CLPT), a global provider of mobile location technology and services, today states in comment letter to the Federal Communications Commission (FCC) on the pending E911 proceeding that there is no practical reason for the delay in implementation of the E911 mandate in American GSM networks. CellPoint states that current technology, including CellPoint's own network-based Mobile Location System (MLS), is a viable option to meet the FCC requirements to position all mobile phones in a GSM network. MLS also provides a roadmap that encompasses enhanced positioning technology such as Assisted Global Positioning System (A-GPS) and the ability to integrate possible future complementary technologies. GSM carriers are therefore able to deploy a secure, robust and future-proof E911 platform now that will accommodate technology enhancements such as highly- accurate A-GPS. "Recent news articles have stated that virtually all mobile carriers in the United States have asked for extensions to the October 1, 2001 deadline for meeting the E911 mandate," said Peter Henricsson, Chairman and CEO of CellPoint Inc. "We at CellPoint can assist the carriers to meet the deadline as our MLS platform and technology roadmap provide operators with a cost-effective solution that will meet the FCC requirements as well as provide these operators with an upgrade path to enhanced positioning technologies. For example, once installed, CellPoint's joint solution with SiRF Technologies carries no requirement for operators to 'rip and replace' either the software platform or hardware infrastructure when A-GPS handsets become available on the mass- market." Privacy and Security Concerns Addressed A vitally important area of concern for subscribers and operators alike is that of user privacy and network security. From its inception, MLS has been built with user-controlled privacy integral to the location system. Now, through CellPoint's Mobile Location Broker (MLB), data residing within an operator's trusted domain is thoroughly protected from any third-party location applications and services. This powerful combination of privacy and security functionality ensures that operators can be assured in the knowledge that their data assets are protected. At the same time, subscribers need not worry about any 'Big Brother' implications of using next-generation location-based services -the user most definitely owns his or her location. The E911 Solution for GSM Operators SiRF's Assisted GPS (A-GPS) technology is being integrated with CellPoint's network-based Enhanced Cell-ID (E-Cell-ID) location platform technology, providing consumers and wireless network operators the best of both location-information systems. A hybrid of GPS and network-based technology offers constant, accurate location information anytime, anywhere. GPS technology can pinpoint location to within 5 to 15 meters; however, the satellite signals can be blocked in certain environments, such as inside buildings, while network-based systems, such as CellPoint's E-Cell-ID, can always provide location information in these shielded environments.
