Video case-study for saving millions on shared services

Sharing services does save money. A video case-study of two district councils in Lincolnshire shows that the first 12 months of operating a shared service Company the two councils have saved £2.1m.

East Lindsey and South Holland District Council created a new delivery model for local government by creating a publicly owned, local authority controlled private company – using the Teckal provision.

The new company, Compass Point Business Services (East Coast) Ltd, has delivered £1.4m to East Lindsey and £700,000 to South Holland in its first year of operating on its own budgets.

It operates ICT, Human Resources, Customer Services, Finance, Revenues and Benefits services for the two authorities. The focus has been on delivering services in a different way and streamlining practices to maximise efficiency; while listening to team members on the front-line and modifying processes accordingly.

The 20% revenue saving for two district councils has been achieved without a pro-longed procurement and using the Teckal provision – which allow councils to work together in a different way.
