DIO appoints new head of future contracts procurement

The Defence Infrastructure Organisation (DIO) has appointed a new one-star senior civil servant to head-up two of its major procurement programmes.

Matt Foley will take on responsibility for the Next Generation Estate Contracts (NGEC) programme and Project Hestia from 19 July. He will replace Steve Rice, who is due to retire from the Civil Service.

NGEC is aimed at developing and procuring the most cost-effective suite of future commercial arrangements for management, maintenance and development of the UK Defence estate, while Project HESTIA aims to harmonise the provision of soft facilities management at UK Defence establishments.

Andrew Manley, DIO Chief Executive, said:

“I am pleased that Matt is able take up this senior DIO position, bringing his energy and change management skills to the final year of NGEC procurement and to early stages of Project Hestia. He will be an excellent successor to Steve Rice who has had a long and distinguished career devoted to the Government estate, and in recent years has led the NGEC programme with considerable skill and diplomacy.”

Key responsibilities in the post will include managing the final stages of procurement and subsequent implementation of the seven NGEC prime contracts, in addition to awarding contracts for the seven capital works frameworks for construction. The post will also include overall responsibility for the procurement of nine regional multi-activity contracts for soft facilities management under Project Hestia.

Matt’s previous experience includes 12 years within Defence infrastructure, in a range of policy and operational appointments across hard and soft facilities management and major project delivery, including setting up the MOD central utilities function. He was appointed DIO Head of Change Management in August 2012 to coordinate implementation of behavioural change and formal training in support of the DIO Transformation programme, which includes the Enhanced Operating Model (EOM), the Strategic Business Model (SBM), NGEC and Project Hestia.

The combined NGEC-Hestia team is currently composed of around 100 MOD and contract staff based at sites including Sutton Coldfield, Andover, Wyton, Yeovilton, Rosyth and Kentigern House in Glasgow.

It is expected that the first framework (Regional Capital Works Framework East Midlands and Eastern England) will be awarded shortly, and the first prime contract (Regional Prime Scotland and Northern Ireland) will be awarded by early 2014.

  1. The Defence Infrastructure Organisation (DIO) is part of the MOD. We are responsible for managing and maintaining land and properties, as well as providing related support services, to meet the current  and future needs of the MOD and personnel at home and abroad, and to support current operations. Our work includes providing, supporting and improving: operational units; single living and service family accommodation; training areas and historic military sites. The Next Generation Estate Contracts (NGEC) programme is developing a new suite of contracts for the UK Defence estate, comprising four Regional Prime contracts for hard facilities management, the National Housing Prime, the National Training Estate Prime, the US Forces Estate Prime, and one  national and six regional Capital Works Frameworks for construction projects.
  4. Project Hestia aims to harmonise the provision of soft facilities  management across the UK Defence estate, replacing current arrangements with a suite of nine regional multi-activity contracts (RMACs) providing: catering, cleaning, waste management, retail & leisure, accommodation & mess management and a range of other support activities; they will also include options for management of stores & armouries and the provision of a deployable catering service for military operations.
