Digia modernises national traffic license data system

The project by Digia and the Ministry of Transport and Communications, is part
of a more extensive multi-year development programme based on the new public
transport act, currently under preparation in the Parliament, and the EU's
proposal for a regulation on public passenger transport services, entering into
force in Finland. 

The modernised data system will be used for managing Finland's licensed public
road transport such as bus, taxi and goods traffic. It will also facilitate the
maintenance of traffic licenses and traffic purchase contracts as well as
reporting on the related issues. Moreover, the system will include a GIS
application for planning public transport routes. 

The delivery contract is based on Hansel's framework agreement concerning
public administration IT consulting. 

We already know that the current traffic license system will not be able to
fulfil the demands of the Act on Passenger Transport Services, entering into
force at the start of 2010, and the proposal for a regulation on public
passenger transport services. The new act will probably bring an increased
number of competent authorities in its wake, which will necessitate ensuring
their access to the traffic license system. Moreover, it is fairly likely that
companies providing route traffic services will require access to the traffic
license system in matters relating to applications, says inspector Harri
Uusnäkki of the Ministry of Transport and Communications. 

The system will be browser-based which enables a significantly larger user
potential and improves usability. The project is a good example of Digia's
strengths - combining e-services, usability, geographic information, and
versatile user requirements, says Mikaela Runeberg of Digia.
