Implementing an Information System for the Conscription Section
       
The Finnish Defence Forces is in the process of replacing the
obsolescent information system used by its Conscription Section.
Once completed, the new system will maintain the Conscription
Register (AVR) specified in the Conscription Act and
incorporating the information on conscripts required for
mobilising them during crises, and reservist training.

This information system project aims at creating new
applications for the management of conscript data and the
planning of production of war time units, as well as the
deployment of staff and transport as required by war time unit
production plans. In addition, the aim is to develop the
existing operating model further, while creating a comprehensive
information system package in its support.

The system will provide benefits which include the following:
1. Enhanced system security and compatibility
2. Consistent processing and the ability to monitor the
processing of tasks in hand.
3. Higher usability and availability of data, more updated
data
4. Enhanced and more consistent operating processes

A state-of-the-art multilayer architecture, object-based design
method and iterative model are being used to build the AVT-OPJO
information system. On the basis of a tender procedure, the
Finnish Defence Forces opted for the Finnish company, SysOpen
Plc, which will take charge of the system’s technical
implementation and the related methodology. The value of the
order is around EUR 2.5 million and the project will involve a
total of approximately 5,500 mandays. The new AVT-OPJO
information system will be adopted during 2005.

our expertise and reliability as a supplier, while posing a
major challenge. This is our first ever system and service
implementation for the Defence Forces, although we have been
operating since 1990, providing the corporate sector with
systems supporting their businesses’, explains Arto Sahla,
SysOpen’s Managing Director. ‘The AVT-OPJO project will make use
of the Defence Forces’ expertise in the Conscription Section,
while SysOpen will be responsible for devising the
implementation method, the OpenFrame architecture on which the
system will be based, and the implementation itself’, continues
