ELISA OUTSOURCES ITS FIELD OPERATIONS CONCERNING CUSTOMER INSTALLATIONS TO
RELACOM FINLAND OY

On 29 May 2006, Elisa and Relacom Finland Oy signed an agreement on the partial
transfer of Elisa's field operations in the area of customer installations and
maintenance to Relacom. The business transfer will take effect as of 1 September
2006. The agreement is subject to the approval of the Finnish Competition
Authority.

The outsourcing agreement will affect Elisa's field operations in the area of
customer installations and maintenance in Uusimaa and Häme. In connection with
the business transfer, 281 employees will transfer from Elisa to Relacom as
established employees; 216 employees in Uusimaa and 65 in Häme.

The companies also signed a letter of intent concerning the transfer of Elisa's
PBX installation teams in Uusimaa and Häme to Relacom. The transfer will affect
42 employees in Uusimaa and 17 employees in Häme.

The current outsourcing agreement is part of Elisa's streamlining programme for
2005-2007. The goal is to further enhance the flexibility of Elisa's operations
and competitiveness.

A member of the global Relacom Group that operates in 17 countries, Relacom
Finland Oy focuses on the installation and maintenance of telecommunication
networks. A wide customer base provides the foundation for efficient operations,
despite fluctuations in volumes due to changes on the market. This is an
advantage for both the transferring employees and Elisa's customers.
