ELISA TO OUTSOURCE ITS FIELD OPERATIONS TO DAXTUM OY

On 20 November 2006 Elisa and Daxtum Oy signed an agreement concerning the
outsourcing of Elisa's field operations to Daxtum in the Central Finland,
Northern Savo and Northern Carelia regions. The agreement covers customer
installations and maintenance work. The main locations of the operations are
Jyväskylä and Joensuu. The business transfer will take effect from 1 January
2007.

In connection with the business transfer, 47 employees will transfer from Elisa
to Daxtum as continuing employees; in terms of regional transfers, 26 employees
in Jyväskylä and 21 in Joensuu are affected.

The current outsourcing agreement is part of Elisa's streamlining programme for
2005-2007. The goal is to further enhance the flexibility of Elisa's operations
and competitiveness.

Outsourcing is designed to ensure high quality, development and the continuation
of services offered to Elisa's end-customers in these areas.

Daxtum Oy is one of the most significant actors in its sector in Finland. The
company was established in 1988 and its turnover in 2005 totalled approximately
EUR 7 million. Daxtum is part of Aro Yhtiöt (consisting of Sähkö-Aro Oy, OVL
Tekniikka Oy and Daxtum Oy). The company operates in the Helsinki metropolitan
area, Tampere, Jyväskylä, Oulu and Vaasa, and it employs approximately 110
professionals.
