NOTICE PURSUANT TO THE FINNISH SECURITIES MARKET ACT, CHAPTER 2, SECTION 10 REGARDING CHANGE IN OWNERSHIP

Elisa has received the following notice in accordance with Chapter 2,
Section 9 of the Finnish Securities Market Act:

Ilmarinen Mutual Pension Insurance Company, Varma Mutual Pension
Insurance Company, The State Pension Fund,  Etera Mutual Pension
Insurance Company and Mutual Insurance Company Pension Fennia
together hold more than 5 per cent of Elisa's shares and votes. They
have on 13 December 2007 announced opposition to the proposals made
by Novator Finland and decided to send a letter to some Elisa's
shareholders. The Letter includes a proxy to participate in Elisa's
Extraordinary General Meeting and oppose the proposals.
