TELIASONERA FINLAND INITIATED ACTION FOR DECLARATORY JUDGEMENT AGAINST ELISA

At noon today TeliaSonera Finland Oyj and Sonera Mobile Networks Oy notified
Elisa Matkapuhelinpalvelut Oy on demanding the initiation of arbitration
proceedings. The issue relates to a stock exchange release Elisa published this
morning in which Elisa filed a claim on the restitution of mobile communication
interconnection fees.

With action for declaratory judgement TeliaSonera does not require any
compensation from Elisa Matkapuhelipalvelut Oy other than proceeding expenses,
but demands the confirmation that Sonera has not charged Elisa interconnection
fees that are contrary to law or the interconnection agreements. In Elisa's
opinion, the Finnish Communications Regulatory Authority has decided and the
Supreme Administrative Court has confirmed that Sonera has charged a higher
terminating fee in 1998, 1999 and 2000 that prescribed by the law.
