Environmental permit for Fortum’s new biofuel-fired CHP plant in Stockholm

Fortum Värme has been granted an environmental permit for a new biofuel-fired combined heat and power plant to be built in Värtan, Stockholm. The environmental permit also covers the installation of flue gas condensers in the existing units at the Värtan plant.

According to the plan, the new CHP plant will cover 25% of Stockholm’s heat demand and 10% of the city’s electricity demand. Furthermore, the new plant will reduce global CO2 emissions by 800 000 tonnes per year, as it will be fired with biofuels. The environmental permit is an important step in realising the project:

- The greater Stockholm area is constantly growing and needs more heat and electricity. Värtan is an ideal location for the new plant, as it is located in the heart of the district heating network. The area also has other necessary infrastructure such as a harbour, railways, fuel storage space and chimneys. However in the long term, also other locations must be considered in order to sustainably secure the energy supply, says Anders Egelrud, President of Fortum Värme.

The project to implement flue gas condensing will be launched as soon as the environmental permit comes into effect. With condensing technology, Fortum can recover heat energy that would otherwise go to waste with flue gasses and can thus increase the energy efficiency of the existing units to close to 100%. At the same time, the plant’s environmental impact is further reduced. The value of the investment in flue gas condensing is approximately EUR 32 million.
