HiQ develops system for electronic identification

HiQ was commissioned by Speed Identity to develop a system that allows individuals to be identified electronically. The system will initially be used in a test environment at the Estonian Citizenship and Migration Board.

Speed Identity offers products and services for registering individuals in the production of ID cards, driving licences, passports, etc. Solutions supplied by the company include a system for the Swedish National Police Board that allows all photography and signing of passports to now be carried out digitally on the spot when issuing the passport. This method significantly improves efficiency and reduces the risk of fraud in passport processing.

“The development of new technology has made possible entirely new methods of identifying individuals using biometric data, i.e. data that can be traced to a specific individual, such as fingerprints, facial characteristics, iris patterns and hand geometry. There is a clear trend towards current document systems such as ID cards and passports being made more secure using biometric methods and better application processes,” says Magnus Svenningson, Vice President at Speed Identity.

HiQ’s assignment consisted of helping Speed Identity with the development of a completely new system for the Estonian Citizenship and Migration Board which is to be used to evaluate how individuals can be identified, for example at border controls.

“Our client wanted a system capable of capturing photographs and fingerprints for storage in a database – in many ways, very like the solution we delivered to the Swedish National Police Board. In addition, the Estonian authorities wanted to be able to compare biometric technologies from different suppliers, which required completely new software to be integrated into the system. HiQ has helped us with both developing and evaluating the best possible software platform for the new system – providing a very valuable complement to our experience in the design and implementation of biometric systems,” continues Svenningson.

Developing a system of this type is very demanding of us as a supplier if we are to create a flexible, adaptable system that allows our client to be able to evaluate different methods of identification and thus find the most appropriate solution. Speed Identity was established in 1957 and has been the leading player in the operation of public photo booths at railway stations, in shopping centres, etc. for many years. In recent years the company has developed its offering based on biometrics.
