Keliber Receives a Reasoned Conclusion on the Updated EIA Report on the Kokkola Chemical Plant

The ELY Centre for South Ostrobothnia, acting as the competent authority, has issued on 30 June 2021 a reasoned conclusion on the updated environmental impact assessment (EIA) report concerning Keliber’s chemical plant.

Keliber submitted the updated EIA report to the competent authority on 31 March 2021. The updated EIA report considered only the impact assessments that were affected by the project changes, i.e. impacts caused by changes made in the treatment of effluent and analcime sand, which is a by-product created in the process.

The new reasoned conclusion includes requirements from the earlier conclusion, given by the ELY Centre on 20 July 2020. Keliber has already considered these requirements in its continued planning and in the environmental permit application, which was submitted on 4 December 2020. 

The ELY Centre states that, on the basis of the assessment, and despite some uncertainties in it, the project does not cause significant environmental impacts.

Keliber has identified and observed the environmental impacts resulting from the changes. The reasoned conclusion includes only few new observations, which will be considered in the continued planning. The changes made in the treatment of effluent and analcime sand actually decrease environmental impacts, which, however, is not brought up in the conclusion”, notes Environmental Manager Kari Wiikinkoski

The battery chemical plant will be located in Kokkola Industrial Park, which provides us with high-level infrastructure, services and good transportation connections. We appreciate cooperation with other companies and neighbours in the Industrial Park, and we believe it is important to discuss openly any important issues of common concern,” says CEO Hannu Hautala.
