Livingston Enters Middle East/African Market

Recognising the growing potential for test equipment rental in these regions

19th November 2012 – Building on its success in Europe, India, South East Asia, Australia and New Zealand, test sourcing specialist Livingston is now expanding its global reach still further. The company has announced the establishment of new operations that will focus on addressing customer requirements in the Middle East and Africa. The company will be able to offer models from EXFO, Anristu, Tektronix, Aeroflex, Fluke, JDSU and Spirent for renting, as well as a large stock of used equipment.

“With more advanced telecom infrastructure being rolled out and test activity increasing as a result, there are very clear opportunities for equipment rental in both the African and Middle Eastern regions,” states Basel Shubair, Managing Director of Livingston’s new Middle East & Africa business unit, headquartered in Dubai. “Telecom operators and their subcontractors need to have access to the test tools that will allow them to implement higher capacity networks and to expand their coverage, but in many cases cannot deal with the heavy financial outlay that purchasing these items would entail. This is why partnering with Livingston will prove invaluable to them,” he continues. “The number of mobile subscribers in Africa is expected to reach the 1 billion mark within the next three to four years, calling for upgrading of their networks to 3G technology. In the meantime states across the Middle East are beginning to deploy 4G base stations to deal with the rising popularity of mobile data services.

The rental approach that Livingston promotes means customers only pay for equipment for as long as it is actually of use, rather than being left with redundant equipment after deployment has been completed or when the test requirements change. Customers are not exposed to on-going running costs (such as insurance, maintenance, repair, recalibration, downtime cover, transportation, and disposal) either. Furthermore peaks or troughs in equipment demand can be easily dealt with.

Shubair has a built up a great deal of experience within the telecom sector, holding high level sales and technical roles with Tektronix, Trendium and Nortel, amongst others. He also has an MBA from Preston University in California. “The benefits of test rental are now being seen around the world, and the characteristics of the African and Middle Eastern markets mean that its prospects here are particularly good,” he concludes.
