State and local officials rush to construct Defencell flood barriers along Smithland Lock and Dam to reduce dam runoff.(SMITHLAND, Ky.) May 10, 2011 — The U.S. Army Corps of Engineers Louisville District deployed more than two miles of Defencell® Flood Walls to prevent Ohio River floodwaters from reaching downtown Smithland.
