AVAILABILITY OF FUNDING TO PARTICIPATE IN THE NEB’S REGULATORY PROCESS REGARDING THE BAKKEN PIPELINE PROJECT

CALGARY – The National Energy Board (NEB, or the Board) is making available $75,000 under its Participant Funding Program to assist landowners, Aboriginal groups, incorporated non-industry not-for profit organizations, and other interested parties to participate in the regulatory process of the proposed Bakken Pipeline Project.
Enbridge Bakken Pipeline Company Inc. (Enbridge Bakken) is proposing to construct and operate the Bakken Pipeline Project. The Project consists of the construction of 123.4 kilometres of new pipeline of which 77.3 kilometres would be alongside and contiguous to existing rights-of-way and utility corridors.
The Bakken crude oil pipeline and its associated facilities would be located between Steelman, Saskatchewan and Cromer, Manitoba. The associated facilities would also include the construction of a new pump station near Steelman. If approved, the construction is expected to start in the first half of 2012 and be completed in late 2012.
This funding is being made available to help interested parties review and comment on a project application to be submitted by the proponent, Enbridge Bakken. Funding must be used to prepare for and participate in the hearing process which will be announced by the Board at a later date.
To receive funding, recipients will have to register as an intervenor in the NEB’s regulatory process for this project.
A funding review committee, independent of the regulatory process, will consider all applications for funding and make recommendations on the allocation of funds.
The deadline to submit a funding application is 28 January 2011. Funding applications received by the Board after this date will not be considered.
Interested parties are encouraged to review information on the proposed project, as well as the NEB’s Draft List of Issues and the Draft Scope of the Environmental Assessment before submitting an application.

DISPONIBILITÉ D’AIDE FINANCIÈRE POUR PARTICIPER AU PROCESSUS DE RÉGLEMENTATION DE L’ONÉ VISANT LE PROJET DE PIPELINE BAKKEN
CALGARY – L’Office national de l’énergie (l’Office ou l’ONÉ), dans le cadre de son Programme d’aide financière aux participants, met 75 000 $ à la disposition des propriétaires fonciers, groupes autochtones, organismes constitués en sociétés sans but lucratif hors de l’industrie et autres parties intéressées pour les aider à participer au processus de réglementation du projet de pipeline Bakken.
Enbridge Bakken Pipeline Company Inc. (Enbridge Bakken) propose de construire et d’exploiter le projet de pipeline Bakken. Il s’agit de construire un pipeline de 123,4 kilomètres de long qui serait attenant à des emprises et corridors de services publics existants sur 77,3 kilomètres.
Le pipeline de pétrole brut Bakken et ses installations connexes seraient situés entre Steelman (Saskatchewan) et Cromer (Manitoba). Une nouvelle station de pompage serait construite près de Steelman. Si le projet était approuvé, la construction commencerait au premier semestre de 2012 et se terminerait à la fin de 2012.
Les fonds accordés visent à aider les parties intéressées à passer en revue et commenter une demande que doit soumettre le promoteur, Enbridge Bakken. Les parties recevant de l’aide doivent utiliser les fonds pour se préparer à participer au processus d’audience dont l’Office annoncera la tenue à une date ultérieure. Pour obtenir des fonds, elles doivent s’inscrire comme intervenant au processus de réglementation de l’ONÉ concernant le projet.
Un comité d’examen impartial étudiera toutes les demandes d’aide et fera des recommandations sur la répartition des fonds.
La date limite des demandes d’aide a été fixée au 28 janvier 2011. L’Office n’étudiera aucune demande reçue après cette date.
Il est recommandé aux parties intéressées d’examiner les détails du projet, l’ébauche de liste des questions proposée par l’ONÉ et l’ébauche de portée de l’évaluation environnementale avant de soumettre leur demande.
