FUNDING AWARDED FOR PARTICIPATION IN THE REGULATORY PROCESS FOR THE LEISMER TO KETTLE RIVER CROSSOVER PROJECT

CALGARY — The National Energy Board (the Board) announced today that the Chard Métis Local 214 will receive funding to support their participation in the regulatory process for the Leismer to Kettle River Crossover Project (the Project).

This funding is being made available to help recipients review and comment on a project application to be submitted by the proponent, NOVA Gas Transmission Ltd, a wholly owned subsidiary of TransCanada PipeLines Limited. This funding must be used to prepare for and participate in the anticipated hearing process that was announced by the Board on Friday, 14 January 2011 by way of a published notice.

An independent funding review committee reviewed the request and provided a recommendation on funding allocations. The committee’s report, along with further information on the project, is available on the Board's website (www.neb-one.gc.ca) under Major Applications and Projects.

While the NEB is in receipt of the project description, the actual hearing application has not yet been filed. The project description is a preliminary document that notifies the Board of the intent to proceed with an application. When filed, the hearing application will trigger the regulatory process.

According to the project description submitted by NGTL, the pipeline and its associated facilities would be located in northeastern Alberta. The construction would be completed by April 2013 and the projected in-service date would be November 2013.

The proposed Project would involve the construction and operation of approximately 81 kilometres of new pipeline and associated facilities. About 45 kilometres of pipeline would be built on new right of way with the balance being located alongside, or contiguous to, existing pipeline, railway and all-season public highway rights of ways.

The NEB is an independent federal regulator of several parts of Canada's energy industry. Its purpose is to regulate pipelines, energy development and trade in the Canadian public interest.
