CONSTRUCTION FIRMS APPLAUD STATEMENT ON MONKLANDS HOSPITAL PAYMENTS

The Specialist Engineering Contractors’ (SEC) Group Scotland has applauded the announcement from the Scottish Government that the first payments have been made to the supply chain from the project bank account (PBA) set up for the Framework Scotland 2 contract at Monklands Hospital.

“We have worked very closely with the Scottish Government in developing PBAs in the construction industry,” said Eddie Myles, chairman of SEC Group Scotland, which represents the largest sector (by value) of Scottish construction.

“As well as providing payment security to small and medium-sized companies, PBAs encourage greater collaboration in project delivery which, in turn, reduces building costs for the taxpayer in Scotland.”

Mr Myles went on to pay tribute to Scottish Procurement “for all its hard work
on the PBA pilots”.

“As we emerge from a long and tough recession, it is vital that small firms have assured cash flow if they are to contribute to the Scottish economy through expansion and investment in skills and technology,” he insisted.

SEC Group hopes that PBAs will eventually be adopted on all construction works in the public sector.

Project bank accounts are ring-fenced accounts that enable payments
(once authorised by a public authority) to be made directly to firms in
the supply chain.

The Scottish Government is piloting project bank accounts on a total of
five construction projects in the health, education and transport sectors
with a range of public sector partners.
