The Nordic Investment Bank (NIB) and Ferde AS have agreed an uncommitted loan facility of up to NOK 4 billion (EUR 370 million) to finance the E39 Rogfast road project in Rogaland County, Norway. The loan would have a maturity of up to 27 years.

The project includes the construction of a 26.7-kilometre subsea road tunnel between Harestad in Randaberg municipality and Laupland in Bokn municipality, as well as a 3.5-kilometre tunnel arm to Kvitsøy. Completion is expected in 2033.

Rogfast will replace ferry crossings on the E39 with a fixed subsea connection, reducing travel times by up to 40 minutes between Stavanger and Bergen and improving transport reliability.

The project is expected to support regional connectivity, broaden labour markets and facilitate economic development in western Norway.

“Reliable infrastructure is essential for regional development and efficient transport links. Rogfast will improve connectivity in western Norway and support the long-term integration of labour and transport markets,” Carlos Rodriguez, Senior Banker, Public Sector & Utilities at NIB.

Ferde AS is a regional toll company owned by the counties of Agder, Rogaland and Vestland. The company is responsible for toll collection and financing of transport infrastructure projects across the three counties.

NIB is the international financial institution of Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, and Sweden. The Bank finances projects that improve productivity and benefit the environment of the Nordic-Baltic region. The Bank is headquartered in Helsinki with a regional hub in Riga. NIB has the highest possible credit rating, AAA/Aaa, with S&P Global Ratings and Moody’s.
