Belgium announces country-wide e-invoicing mandate

On 29 September 2023, the Council of Ministers in Belgium announced a legislation mandating all Belgian businesses to exchange electronic invoices by latest 1 January 2026.

With the ambition to improve business efficiency and reduce tax evasion, Belgium becomes yet another country to enforce business digitalization through an e-invoicing mandate. With the Friday announcement, the Council of Ministers presented updated timelines forcing all taxpaying businesses in Belgium to issue, exchange and receive invoices electronically by 1 January 2026 latest.

The authorities plan to use Peppol as the default standard for e-invoicing but clarifies that parties can agree on using other frameworks or standards within the European Norm.
