Annual report 2021 published on the monitoring of organisations for collective management of copyright

The Finnish Patent and Registration Office (PRH), which monitors organisations for the collective management of copyright, has published its second annual report on monitoring issues.

Pending monitoring cases at the PRH relate to the procedure of the collective management organisations when the rightholder seeks for remuneration for lending, transfer of rights based on contracts, activity of the collective management organisations in the market and extent of the rightholder’s self-determination.

In 2021, there were eight organisations for the collective management of copyright and related rights in Finland. All the organisations have to submit a transparency report to the PRH.

Owing to the duty to provide guidance and to promote good practices as stated in the Collective Management Act, the PRH issued in December 2021 guidelines on preparing transparency reports.

Our office comes under the administrative sector of the Ministry of Economic Affairs and Employment (MEAE), and we negotiate each year with the MEAE on our performance targets. Our office is subject to net budgeting, meaning that about 95% of our expenses are covered by the income we make from our services.
