Pennsylvanians who open or contribute to a PA 529 account by Dec. 31 can take advantage of a state income tax deduction and gift tax exclusion, he said. “As families begin to think about resolutions for the New Year, there is still time to cross ‘saving for college’ off their 2013 list and be rewarded for
