SchlumbergerSema successfully completes modernisation of human resources management system for the French National Police Paris, November 27, 2003 - SchlumbergerSema, the information technology (IT) business segment of Schlumberger Limited (NYSE: SLB), today announced the successful completion of the deployment and activation of the modernisation of the human resources information system 'Dialogue' for the National Police. Today 1,200 administrators divided between 10 management centers can manage the 150,000 members of France's National Police. Managing its forces efficiently is a priority for the National Police, in order to optimise their distribution and ensure continuous service. In 1997, faced with increasing public demand for security, the National Police decided to launch a series of ambitious operational reforms aiming to improve service to the public: a major operation that called for a program to modernise the management of the National Police's human resources. The Dialogue project was launched with two complementary objectives: to reform the organisation of human resources management and to modernise the information system, thus providing a unified view of the workforces in the National Police and the Paris police headquarters. The immense human resources management system went into action during the summer of 2003, replacing four different human resources and payment systems of the National Police and Paris police headquarters. "Thanks to SchlumbergerSema, which piloted the departments' active contribution to the reform measures, we reduced the number of HR management procedures from 700 to 200, and replaced 4 applications with a single application. This is simplification on an unprecedented scale," says Erard Corbin de Mangoux, deputy director administration and finance for the National Police. "The work was carried out with a professional software editor in close collaboration with all the National Police's administration management departments, together with the information systems and communication department. We provided them with a considerable amount of support: consultancy, defining and integrating the HR solution, and the piloting and reception of operations, using a team of up to 40 people," says Jean- Pierre Barbéris, vice president public sector, SchlumbergerSema. Implementation within a tight schedule was facilitated by a standard module structure, while the reforms carried out by the Police in simplifying operational organisation made it possible to establish standard procedures that can now be employed in other ministries and public bodies. The ministry can thus capitalise on the experience of the National Police.
