Sensys Gatso Group, a global leader in traffic safety solutions, through its 40% joint venture share in Nationwide Traffic Management & Enforcement Ltd (NTMEL) in Ghana, has started issuing caution notices on 4 June 2024. Citation issuance is scheduled for 18 July 2024. NTMEL was awarded an 11 year contract by the Government of Ghana to Design, Build, Finance, Operate and Maintain a national road safety program at the end of December 2022. Total contract value for the joint venture over the term of the contract is estimated at SEK 800 million. Sensys Gatso’s shareholding in NTMEL gives the right to a 40% profit share.

In close cooperation with the Ghana Police Service (GPS), National Road Safety Authority (NRSA) and other government stakeholders, NTMEL has set up a fully-fledged road safety enforcement program within 17 months’ time. As part of the sensitization campaign, ensuring public acceptance, a start has been made with the issuance of caution notices on 4 June 2024. Citation issuance is scheduled for 18 July 2024.

Currently the NTMEL organisation consists of 20 trained staff in various departments: back-office event processing and ticket validation, call centre, roadside enforcement operations, technical department, accounting, human resources and management. The organisation is expected to grow and employ more than 100 staff in the coming years as fixed and mobile enforcement equipment is gradually expanding in the nationwide programme. Various interfaces have been created between Sensys Gatso software platform and government portals and databases. Interfaces and workflows have been extensively tested to secure steady and smooth operation with the highest level of integrity.

Edmar van der Weijden, Managing Director of NTMEL: “We are excited to start making a life-saving difference to road users in Ghana. Together with our public sector partners we have worked productively and in excellent spirit over the past 17 months to reach this milestone. With the issuance of caution notices, soon followed by citations, there is no doubt that the Government of Ghana, with its laudable road safety objectives, will achieve encouraging life and injury saving results soon.”

Embedded in Vision Zero, the successful road safety policy originated in Sweden in 1997, public acceptance is an essential element of any successful and sustainable road safety enforcement program. That is why, as an integral part of the public sensitisation drive, only caution notices will be issued during the first weeks of the program.

Ivo Mönnink, CEO of the Sensys Gatso Group: “For many years Sensys Gatso has been offering complete TRaffic enforcement as a Service (TRaaS) managed service programs to its clients in the USA, spanning 12 states today. Sensys Gatso has made this expertise and in-house developed technologies available to new markets including Africa, Asia Pacific and Latin America. We are proud to now kick off, on schedule, with caution notices for our TRaaS offering in Ghana. This is indeed a promising start of our road safety commitment to Ghana in which Sensys Gatso contributes to saving lives and reducing injuries on Ghana’s roads. At the same time, with this project we are also delivering on our promise to increase the recurring revenue part of our business”.
