Inside information: Finnish Defence Forces Logistics Command has removed the procurement decision concerning IntLog through self-rectification and discontinued the procurement

The Finnish Defence Forces Logistics Command has today decided to revoke, through a self-rectification procedure, its procurement decision dated 28 April 2026 under which IntLog Oy, a subsidiary of Summa Defence Plc, had been selected as the supplier of urban search and rescue containers. At the same time, the contracting authority has decided to discontinue the procurement process and announced that a new tender procedure will be launched based on a corrected invitation to tender.

Summa Defence announced the original procurement decision on 29 April 2026 with a company release after being informed of the matter. The total value of the procurement, including options, would have been approximately EUR 9.5 million. Of this amount, approximately EUR 2.5 million related to the initial procurement volumes and approximately EUR 7.0 million related to options. The order would have been booked in Summa Defence’s order book for the second quarter.

According to the decision of the Finnish Defence Forces Logistics Command, the self-rectification and discontinuation are based on material deficiencies identified in the invitation to tender, which prevent the procurement process from being completed on the basis of the original tender documentation.

Summa Defence is currently evaluating the grounds for the decision and the legal remedies available under the Finnish Act on Public Procurement and Concession Contracts. The Company is assessing the possibility of seeking a review of the decision, including by filing a procurement rectification request and, if necessary, an appeal with the Market Court.

"We consider it essential that public procurement procedures are conducted in accordance with procurement legislation and the principles of equal and non-discriminatory treatment of tenderers. We are carefully reviewing the grounds for the decision and will assess the appropriate further actions based on that review,"says Robert Blumberg, CEO of Summa Defence Plc.
