TECNOMEN RECEIVES PREPAID EXPANSION ORDER FROM MATTEL IN MAURITANIA

Mattel (la Mauritano-Tunisienne de Telecommunications) in Mauritania has awarded
a Prepaid System upgrade and expansion contract to Tecnomen.

Mauritania and enables Mattel to extend its service offering to its customers.
This delivery consists of additional prepaid value added services such as
Discount Based on Usage, Bonus Based on Recharge, Mobile Originated SMS Recharge
and Balance Query.

"Mattel functions in a very competitive environment, and we need to offer high
quality services in order to maintain and possibly increase our top position. We
chose to expand and upgrade Tecnomen's existing reliable, flexible and feature
rich Prepaid System in order to cater to growing subscriber demand in Mauritania.
Tecnomen's Prepaid System is a crucial component of Mattel's GSM network, as 98%
of our subscribers are Prepaid-customers. We are very happy with the professional
after sales support that is provided by Tecnomen to an emerging operator such as
ours", remarks Mr Mohamed Hadj Khalifa, General Manager, Mattel.

"Mattel has been reliant on Tecnomen's Prepaid System since 2001. This expansion
increases the capacity and functionality of Mattel's Prepaid System, and allows
easy future deployment of new services to their growing customer base", states Mr
Matias Sillanpää, Managing Director, Tecnomen Middle East and Africa.

Tecnomen Prepaid uses Tecnomen's extensive experience in the provisioning of
Intelligent Network (IN) prepaid solutions to deliver cost effective, redundant,
scalable, and standards compliant solutions at the highest level. Tecnomen
Prepaid imposes no restrictions on mobile terminals or SIM cards, and supports
different network standards (GSM, TDMA, CDMA). This is a vital feature in markets
where several network standards are in simultaneous use, as in many Latin
American countries.
