TECNOMEN TO DELIVER 4.4 MILLION DOLLAR PREPAID EXPANSION TO AMÉRICA MÓVIL'S
ECUADORIAN SUBSIDIARY

Porta (Conecel - Consorcio Ecuatoriano de Telecomunicaciones), América Móvil's
subsidiary in Ecuador, has awarded a Prepaid System expansion contract to
Tecnomen. This expansion will significantly improve the Ecuadorian mobile
operator's prepaid capacity and increases their flexibility to design new
promotions, discounts and packages to attract different prepaid customer segments
and reduce churn.

Porta is the largest mobile communications operator in Ecuador having 2.6 million
subscribers. They have been using Tecnomen's Prepaid System in GSM and TDMA
networks since 2002.

intelligent network (IN) prepaid solutions to deliver cost effective, redundant,
scalable and standard compliant solutions at the highest level. Tecnomen Prepaid
does not impose any restrictions on mobile terminals or SIM cards, and supports
the simultaneous use of different bearer network standards (e.g. TDMA, GSM and
CDMA). This is an important feature in markets where several network standards
are in use, such as in many Latin American countries.
