TECNOMEN TO DELIVER 5.8 MILLION DOLLAR PREPAID EXPANSION TO PORTA IN ECUADOR

PORTA (Conecel - Consorcio Ecuatoriano de Telecomunicaciones) has awarded a
Prepaid System expansion contract to Tecnomen. This expansion will significantly
improve the Ecuadorian mobile operator's prepaid capacity.

PORTA is the leading mobile operator in Ecuador with more than 3.2 million
subscribers in all the country. They have been using Tecnomen's Prepaid System in
GSM and TDMA networks since 2002.

Tecnomen Prepaid utilises Tecnomen's extensive experience in the provision of
intelligent network (IN) prepaid solutions to deliver cost effective, redundant,
scalable and standard compliant solutions at the highest level. Tecnomen Prepaid
does not impose any restrictions on mobile terminals or SIM cards, and supports
the simultaneous use of different bearer network standards (e.g. TDMA, GSM and
CDMA). This is an important feature in markets where several network standards
are in use, such as in many Latin American countries.
