The Finnish Ministry of Employment and the Economy arranged an EU-wide tendering competition and selected Tieto to modernize the national URA information system used to arrange employment. Tieto was also selected as one of three suppliers to modernize the e-services provided to TE offices. The project will play a key role in renewing the activities of TE services. The contractual period will last until the end of 2018 with a forecast value of up to EUR 40 million.

By modernizing its information systems and digital services, the Ministry of Employment and the Economy is playing its part in promoting the implementation of the Finnish Government's spearhead projects: reforming the labour administration so that it supports employment and digitalizing public services.

"We are refining the core task of TE offices to ensure that they bring together all job-seekers and organisations that offer work. The modernization of the employment services, which will be implemented in partnership with Tieto, will take advantage of the most up-to-date opportunities offered by digitalization and bring about a highly significant operational change," says Markku Wallin, Director General at the Ministry of Employment and the Economy.

As well as developing new services, the Ministry of Employment and the Economy aims to safeguard the cost-efficient development and maintenance of the present service portfolio. Tieto's application development and maintenance services support almost 50 applications used by private individuals, employers, companies and customer services personnel, as well as a basic register that contains details on 3.5 million individuals and is critical to the Ministry's operations.

"It is great to be able to support the Ministry of Employment and the Economy in one of the state's basic duties – promoting employment. We have invested in developing our application development and maintenance service, and continuing collaboration is a pleasing signal that we are heading in the right direction. We can help our customers, such as the Ministry of Employment and the Economy, to implement service development rapidly, while safeguarding the functionality and maintenance of critical entities in a cost-efficient manner," says Leena Viljo, Vice President, Public Finland at Tieto.

The new agreement continues the long-term collaboration between Tieto and the Ministry of Employment and the Economy, which has led to services being digitalized with good results. For example, use of the Oma asiointi (My services) service has increased by over 50% since 2014. In 2015, the service is expected to be used approximately 4.5 million times. Digital services free up a significant amount of time that customer services personnel can dedicate to providing face-to-face service and doing expert work, despite a considerable increase in the number of customers.
