Help from electronic services TietoEnator delivers a new customer system to Helsinki social services centre The social services centre of the city of Helsinki has set as its goal to be one of the most efficient users of information technology for social services in Finland by the year 2005. Tieto-Enator has been selected as supplier of the new information system for customer work. During the first stage, it will deliver solutions based on the Effica product family for children's day care, child welfare institutions and non-institutional social care of children. The second stage will support operations related to, e.g. home service, non-institutional social work, different benefits, intoxicant abusers, residential services, and family counselling. The second stage will be launched when the first stage has been taken into use and approved. The goal of the new customer work system is to support day-to-day customer work, enable the controlled and high-quality use of customer data, produce data supporting the planning, steering and follow-up of the service operations, and make the systematic evaluation of the operations possible. @ The objective of the reform is to support our ongoing development of customer work. The central requirements that we set for an information system were that it must support counselling, make it possible to draw up a service plan and help us carry out it. Besides, the follow-up of the effects and results of customer work is becoming more and more important, and we need new and modern solutions for this as well. Our tests showed that the overall solution of TietoEnator was the best with regard to both costs and function, says Ms Marjatta Miettinen, who is in charge of the IT project of the social services centre. @ For our customers the reform also means better security than before. The system supervises automatically that the operating instructions and rules that we have defined will be taken into consideration. In addition, in many cases it also gives the customer the possibility to take care of different matters electronically when it best suits him. If the customer wishes, he can for example follow how the handling of his case advances, Miettinen explains. The children's day care operations of the city of Helsinki comprise more than 24 000 children and 7 500 employees. About 6 000 children are annually covered by different child welfare operations.
