Web pages created by the city of Espoo and TietoEnator into use - the first possibility to use the electronic services is the voting system of the youth council election The web pages that have been designed and implemented in co-operation between the city of Espoo and TietoEnator will be opened for citizens on 28 November. The introduction of the renewed web pages is part of the three-year e-service project that was launched in December 2000, where TietoEnator acts as partner of the city. The first electronic services for the citizens, e.g. the possibility to vote in the autumn's youth council election through the Internet or with a mobile phone will be introduced at the same time. TietoEnator is responsible for the basic solutions of content provision and operating services and acts as partner in the implementation of the electronic services. The thing that makes the project so unique is its extent. TietoEnator and the city of Espoo launched the project by drawing up the city's e- service strategy and vision. A graphic image as well as Internet, intranet and extranet functions have been created for the city's e- services and system. The production system of the project is based on Visual Systems' Elevation system. Now that the basic system is ready, the project will advance by creating and producing for the city different types of interactive services that the citizens can use electronically. The e-service project of the city of Espoo comprises several development projects of totally new services and manners of operation. As example can be mentioned the election system for the youth council, which is the first of its kind worldwide. Possible to vote via the Internet or by mobile phone in the Espoo youth council election The city of Espoo and TietoEnator have in co-operation created a voting system where youngsters can vote for their own candidates in the youth council election on 29.11 - 7.12 either by mail, through the Internet or by mobile phone. It is possible to vote through the Internet or by mobile phone on 29.11 - 1.12. The parties hope that the new voting system will increase the voting activity of youngsters. Special attention has been paid to information security and the maintenance of the secrecy of voting. TietoEnator has developed a solution where the voter gets an individual code with which each voter can use his or her vote only once. The identity of the voter is not revealed but it can, however, be verified. About 21 000 young citizens between the ages of 13 and 20 have the right to vote in the youth council election of Espoo. There are 74 candidates, and 30 of them, 15 boys and 15 girls, will be elected to the city's youth council.
