Constitutional Court in Guatemala should reject oppressive NGO law

Berlin, 5 March 2020 -- Transparency International, together with our Guatemalan chapter, Acción Ciudadana, urge the Constitutional Court of Guatemala to reject a series of Congressional amendments recently signed into law by President Alejandro Giammattei.

Executive decree 4-2020 would significantly limit non-governmental organisations operating within the country. If left to stand, this would be an attack on civil society that undermines their critical role as watchdogs against corruption and defenders of the rule of law. Therefore, we call on the Constitutional Court to reject this law and uphold, among others, the fundamental freedoms of expression and of association.

We further call on the executive and legislative branches of government to respect the decision of the Constitutional Court once it finalises its ruling.
