WHAT
This one hour forum, Homeland Security in a Post 9/11 World, will bring together the nation's Secretary of Homeland Security Janet Napolitano and Maryland Governor Martin O'Malley, moderated by University of Maryland terrorism expert Gary LaFree, director of START - the National Consortium for the Study of Terrorism and Responses to Terrorism, a Department of Homeland Security Center of Excellence.
Among the topics to be discussed, partnerships between federal and state governments that have grown in the years since 9/11.
"Homeland security increasingly involves all levels of government, and this improves our level of readiness," says UMD's Gary LaFree, program moderator. "We've come a long way in this regard in the past decade."
- Topic 1:Partnerships and Information Sharing. Maryland's fusion centers, allowing local, state, and federal governments to share information and coordinate responses, are a prime example of post-9/11 developments.
- Topic 2: Countering Violent Extremism. Federal-state collaboration can help address concerns such as homegrown terrorism and lone wolf attacks that have grown since 9/11, La Free says.
- Topic 3: Resilience. Resources and systems that help a community snap back from natural disasters provide important clues about how communities will respond following a terrorist attack.
Secretary of Homeland Security Janet Napolitano | Maryland Governor Martin O'Malley |
"In a post-9/11 world, we are becoming a more resilient people who are better prepared when a disaster strikes, and when it's over, we are better able to quickly get our lives back in order, with minimal disruption, and a minimal economic hit," says Gov. Martin O'Malley. "In Maryland, we have focused on becoming better prepared and protected by developing a list of 12 basic, core capacities to achieve everyday public safety and homeland security, and over the years, we have made significant progress in achieving goals - from building interoperable communications networks to information sharing. I'd like to thank Secretary Napolitano for her leadership and for her understanding that we can only achieve resiliency together, a shared mission that local, state and federal partners, the private sector and individuals, families and communities can achieve in partnership with one another."
FORMAT: The speakers will make brief introductory statements, discuss and answer questions from the moderator. University of Maryland President Wallace Loh will offer a brief welcome. The audience will be about 150 people from the university community.
The forum is sponsored by START and the University of Maryland. It is free and open to the public. No tickets are required.
