USO Welcomes Six to the Board of Governors

ARLINGTON, Va (March. 28, 2011) -- The USO Board of Governors announces six new members to serve on its board in 2011. 

Elected to the board are:

  • Honorable Gordon England, president of E6 Partners LLC and the 29th Deputy Secretary of Defense
  • Sergeant Major John L. Estrada, USMC (Ret.) Senior Manager for Training Solutions Inc. a subsidiary of Lockheed Martin Global Training and Logistics Company and the 15th Sergeant Major of the Marine Corps
  • General James L. Jones, USMC (Ret.) 22nd National Security Advisor to the President and former president and chief executive officer of the U.S. Chamber Institute for 21st Century Energy
  • Michael E. Phelps, chief executive officer, president and publisher of The Washington Examiner

Appointed to the board by President Obama as two of the six appointments are:

  • James Hamilton, partner at Bingham McCutchen’s Washington office
  • Lisa Borin Ogden, most recently Special Assistant to the President in the White House Presidential Personnel Office

“These new members are a tremendous addition to the Board and bring unique capabilities to our governance responsibilities,” said General Richard B. Myers, USAF (Ret.), Chairman of the USO Board of Governors and former Chairman of the Joint Chiefs of Staff.  “Each new board member brings a distinctive wealth of experience and impressive background that will be invaluable as the USO continues to lift the spirits of America’s troops and their families.”   

In November 2010, General Myers became the Chairman of the USO Board of Governors.  He was elected to the board in 2006. On February 4, 2011 the USO turned “70 Years Young” and continues its enduring mission by constantly adapting to the immediate needs of troops and families who need them the most.

New Member Background

Hon. Gordon England

Hon. Gordon England is currently the president of E6 Partners LLC and the 29th Deputy Secretary of Defense.  Mr. England also served as the 72nd and 73rd Secretary of the Navy and as the first Deputy Secretary of the Department of Homeland Security.

Prior to joining the federal government, Mr. England served as President of the General Dynamics Fort Worth Aircraft Company (later Lockheed), President of the General Dynamics Land Systems Company and as corporate Executive Vice President of General Dynamics Information Systems and Technology Sector, Ground Combat Systems Sector and the International Sector. His business career spanned over 40 years as an engineer and senior executive.

A native of Baltimore, Mr. England graduated from the University of Maryland in 1961 with a bachelor's degree in electrical engineering. In 1975 he earned a master's degree in business administration from the M.J. Neeley School of Business at Texas Christian University and is a member of business, engineering and leadership honor societies.

Sergeant Major John L. Estrada USMC (Ret.)

Sergeant Major Estrada is Senior Manager for Training Solution Inc. (TSI), which is a wholly owned subsidiary of Lockheed Martin Global Training and Logistics Company headquartered in Orlando, FL. In this capacity, Sergeant Major Estrada manages 1100 employees across the U.S. performing training and logistics missions.

He is a Presidential Appointee on the American Battle Monuments Commission, committee member on the Defense Advisory Committee on Women in the Services, a member of the Board of Directors for Operation Homefront and Executive Advisory Council member for Mission Readiness.

Prior to assuming his current position, Sergeant Major Estrada supported the Embedded Platform Logistics Systems (EPLS) program while assigned to the Enterprise Logistics Solutions (ELS) mission area with business development. Sergeant Major Estrada served as a member on the National Veterans Advisory Committee, and a Co-Chair as well as a regional leader for Veterans for Obama in the Southeast region. He helped coordinate the successful NCO “Boots on the Ground” strategy in the battle ground states on behalf of the Obama campaign.

Sergeant Major Estrada is a highly decorated veteran, having served over 34 years in the United States Marine Corps. His long and distinguished career culminated in the assumption of duties as the 15th Sergeant Major of the Marine Corps in June 2003. Sergeant Major Estrada relinquished his post as the Sergeant Major of the Marine Corps in April 2007 and officially retired in October 2007. He holds a Bachelor of Science Degree in Business Management from the University of Phoenix.

James Hamilton                                                                                                            

James Hamilton is a partner in the Washington office of the law firm Bingham McCutchen LLP. His principal practice areas are civil and criminal litigation, congressional and other government investigations, and advising clients on governmental and professional ethics issues.

Mr. Hamilton has represented a variety of corporations, government and corporate officials, political figures, professional athletes, accountants and lawyers. Among his well-known cases are the representations of several Senators in Senate Ethics Committee proceedings, including the Keating Five hearing. He successfully argued to the Supreme Court in separate cases that the attorney-client privilege survives the death of the client and that survivors have a right of privacy under the Freedom of Information Act. He also recently has been involved in the Fannie Mae investigations and litigations, the major league baseball steroids investigations and the well-publicized investigation into the leak of a CIA operative’s name, in which he represented a prominent journalist. For many years he has been the general counsel of a well-known Washington-based trade association.

Mr. Hamilton was the Assistant Chief Counsel of the Senate Watergate Committee. He is a past member of the President’s Foreign Intelligence Advisory Board and a past Chairman of the Legal Ethics Committee of the D.C. Bar. He served as the Clinton-Gore transition counsel for nominations and confirmations and as the principal vetter for President Clinton’s Supreme Court candidates. He was in charge of vetting vice presidential candidates in 2000 for Al Gore and in 2004 for John Kerry, and performed a similar role in 2008 for President Obama. He served as a First Lieutenant in the U.S. Army in Germany.

Mr. Hamilton is the author of The Power to Probe: A Study of Congressional Investigations, published by Random House and supported by a Ford Foundation grant, as well as many articles in national newspapers, magazines, books and professional journals.

Mr. Hamilton holds degrees from Davidson College (A.B.), Yale Law School (LL.B.) and the London School of Economics and Political Science, University of London (LL.M.). He is a life member of the Davidson College Board of Visitors and a member of the Executive Committee of the Yale Law School Association.

General James L. Jones USMC (Ret.)

General James L. Jones, (USMC, Ret) was appointed National Security Advisor to the President on January 20, 2009.  General Jones previously served as president and chief executive officer of the U.S. Chamber’s Institute for 21st Century Energy.

From July 1999 to January 2003, General Jones was the 32nd Commandant of the Marine Corps. After relinquishing command as Commandant, he assumed the positions of Supreme Allied Commander, Europe (SACEUR) and Commander of the United States European Command (USEUCOM), positions he held until December 2006.  General Jones retired from active duty in the U.S. Marine Corps on February 1st, 2007, after more than 40 years of uniformed service to the nation.

On November 28, 2007, General Jones was appointed as the State Department’s Special Envoy for Middle East Regional Security. In this capacity, he worked with Israeli and Palestinian officials in furthering the Peace Process – focused on the full range of security issues in order to strengthen security for both sides.

General Jones spent his formative years in France, returning to the United States to attend Georgetown University’s School of Foreign Service, from which he earned a Bachelor of Science degree in 1966. He was commissioned a Second Lieutenant in the Marine Corps in January 1967 and, later that year was ordered to the Republic of Vietnam where he served as a Platoon and Company Commander. Over the next four decades, General Jones served in a variety of command and staff positions while stationed in the United States, Europe, and Okinawa, Japan. In addition to combat experience in Vietnam, his deployment experiences included tours as Commander, 24th Marine Expeditionary Unit, in Operation Provide Comfort in Northern Iraq and Turkey and, after advancing to Brigadier General, as Chief of Staff, Joint Task Force Provide Promise, for operations in Bosnia-Herzegovina and Macedonia.

In addition to having been awarded national and international military awards, General Jones received a Bachelor of Science degree (1966) and an Honorary Doctorate of Letters (2002) from Georgetown University. In June 1985, he graduated from the National War College in Washington, D.C.

Lisa Borin Ogden                                                                                                           

 Lisa Borin Ogden most recently served as Special Assistant to the President in the White House Presidential Personnel Office.  Prior to that, she served as Legislative Assistant to then Senator Joseph R. Biden, Jr., where her focus was on energy, the environment, transportation, agriculture and telecommunications. Ms. Ogden has a B.A. from Emory University and received her J.D. from Syracuse University College of Law.

Michael E. Phelps

Michael Phelps is chief executive officer, president and publisher of The Washington Examiner, a position he has held since November 2006.  On July 1, 2009, Mr. Phelps began a two-year term as president of the International Newsmedia Marketing Association, with over 1800 members in 78 countries. He was the launch publisher for The Baltimore Examiner, the first of Philip F. Anschutz’s Clarity Media newspapers to be started from scratch.  It published its first edition April 5, 2006.

Mr. Phelps joined Clarity Media Group in October of 2005 after nearly six years with Lee Enterprises.  He was vice president, publishing for Lee, responsible for newspapers in Iowa, Kentucky, Pennsylvania and South Carolina and publisher of Lee’s flagship newspaper, The Quad-City Times, in Davenport, Iowa. Previously, he worked as a reporter, news editor, managing editor, newspaper owner and consultant to newspaper publishers.

Mr. Phelps has been an adjunct faculty member for the journalism school at Michigan State University and previously directed the master’s program in media management at Emerson College in Boston. He has led seminars for the American Press Institute, the International Newsmedia Marketing Association, the National Newspaper Association, the Inter-American Press Association, the International Media Fund and The Freedom Forum. He has visited Russia and other countries of the former Soviet Union on five occasions to train and consult for newspaper industry executives.

He has a Bachelor of Arts degree in economics from Miami University in Oxford, Ohio, and a Master of Arts degree in journalism from Michigan State University. He served as a Naval officer and later retired as a lieutenant colonel from the Massachusetts Air National Guard.
