WYG helps East Sussex taxpayers save an estimated £3m a year with new waste and recycling service

One of the top 15 multi-disciplinary consultancies in Europe, WYG recently provided technical and procurement advice to the East Sussex Waste Collection Partnership in a competitive dialogue procurement exercise which is expected to save local taxpayers an estimated £30m over the next decade.
East Sussex Waste Collection Partnership comprises the Borough Councils of Eastbourne & Hastings and Rother & Wealden District Councils, and covers a combined population of over 420,000 which is significantly boosted by more than 7.6m million tourists who visit Eastbourne, Hastings and the surrounding areas each summer.
Designed to bring together the services of the partner authorities, the ten year contract which covers waste collection, recycling, street & beach cleaning and associated services has been awarded to Kier Street Services. In addition to bringing efficiencies and economies of scale, the contract will also minimise environmental impacts by achieving a minimum recycling rate of 50 per cent as well as providing excellent customer service.
Vehicle mounted smart phones and PDAs will be integrated with Council customer service systems to give a closer understanding of what is happening “on the ground” and allow the Councils to deal with any problems more efficiently. The use of technology will also allow tighter performance analysis and quality management, with individual Councils remaining in control of charges for service provision in their area.
WYG Project Director, Len Attrill said: “This is a great result for the authorities and their residents and shows just how effective competitive dialogue can be in minimising costs and boosting service performance.”
There will be a phased start to the contract, commencing with Eastbourne and Wealden in April 2013, followed by Hastings in July 2013 and Rother in April 2014. The new collection system involves one black bin for residual waste, one green bin for recycling (including card, paper, a wide range of plastics, cans, tins and textiles) and a box for glass. Residents may also opt into garden waste collection services (using a brown bin).
