China Securitization Forum Chairman Mr Liu Borong to speak at ABS Vegas 2015 Conference

China Securitization Forum (the "Forum" or “CSF”) Executive Committee Chairman Mr. Liu Borong, will be bringing a CSF delegation from Beijing to the ABS Vegas 2015 Conference in Las Vegas, Nevada from February 8-11, 2015.  ABS Vegas[1] is an international securitization industry annual conference with more than 6,000 attendees including over 2500 investors and issuers.  Mr. Liu and other members of the CSF delegation will be speaking on panels at the conference. 

 

The delegation will be composed of CSF leadership and business leaders in the Chinese securitization market.  Members of the delegation include: Mr. Liu Borong, the Executive Committee Chairman of CSF, Mr. Yang Jichuan, the Deputy General Manager of Shanghai Lujiazui International Financial Asset Exchange Co., Ltd. (Lujinsuo), Mr. Yu Qiang, Senior Vice President and the lead of the securitization team in the Debt Capital Market department of CITIC Securities, Ms. Wang Yan, Vice President of the Debt Capital Market department of CITIC Securities, Mr. Philip Zhang, Deputy Secretary-General of CSF and Mr. Richard Mertl, Assistant to the Secretary-General of CSF.

 

At the conference, Mr. Liu is slated to speak at 2 sessions about the Chinese securitization markets.  He is expected to comment on the following topics:

  • How the PRC government is seeking to promote the State-level economic policy of “optimizing allocation of financial resources, monetizing existing assets and efficiently utilizing additional new assets” through securitization;
  • The relationship, in both conceptual and practical terms, between securitization and growth of the real economy; securitization and market-based reform of the RMB interest rate regime; and securitization and globalization of the RMB;
  • The development of a bank loan trading platform in China and its similarities and differences to the DTCC in US;
  • A basic introduction to various asset securitization structures in the PRC;
  • Practical solutions to carry out cross-border securitization in the Shanghai Pilot Free Trade Zone

 

Asset securitization finance markets in China have experienced significant growth during the past year.  Remarks by China's Premier Li Keqiang at an August 29, 2013 meeting of the State Council of the People's Republic of China may have provided the spark that ignited the recent burst of structured finance activity.  Asset securitization finance is viewed as a promising new source of capital funding for China's real economy. 

 

Moreover, CBRC (China Banking Regulatory Commission), CSRC (China Securities Regulatory Commission) and PBOC (The People’s Bank of China) recently relaxed certain regulatory rules relating to securitization by implementing a notice-filing system to replace the old application/approval-based licensing regime.  This more relaxed regulatory approach tracks the central government's increased support for securitization finance in China.

 

Following upon the remarks from Premier Li in support of asset securitization finance, the China Securitization Forum has also completed a comprehensive reorganization process.  The reorganization enhances the Forum's ability to engage in advocacy, education and industry-wide consensus-building activities in furtherance of its core mission, which is to support and advance asset securitization finance markets in China.

 

Membership in the Forum is widely open to Chinese and non-Chinese institutions, organizations, entities and individuals participating or interested in asset securitization, structured finance or related capital markets.  Information about becoming a member of the Forum is available on the Forum website at www.chinasecuritization.org.

 

The Forum will host its annual China Securitization Forum Conference[2] on March 24-25, 2015 in Beijing with the help of SFIG (the Structured Finance Industry Group[3], a trade industry group focused on improving and strengthening structured finance and asset securitization markets in the United States) and IMN (the organizer of ABS Vegas).  The annual conference is organized to provide the Chinese securitization industry with opportunities learn from international experience and gain exposure to innovative modes of development, and to provide international business leaders with opportunities to learn about the latest policy and regulatory initiatives as well as trends in the securitization and structured finance markets.  The annual conference will also provide a vibrant communication platform for Chinese and international business leaders collaborating on specific projects. 

 

Against the backdrop of robust development of the asset securitization finance markets in China, the China Securitization Forum intends to host its Annual Conference on suitable dates after the Spring Festival each year.
