The Defence Infrastructure Organisation (DIO) has appointed VINCI St.Modwen - a 50/50 joint venture between VINCI PLC and St. Modwen Properties PLC - as its development manager for MOD Ashchurch.

Located in Gloucestershire, the site offers an excellent opportunity to deliver around 2,100 new homes, approximately six hectares of land for employment uses and associated physical and social infrastructure.

VINCI St. Modwen will work closely with DIO to fund, manage and lead the development, achieving maximum value for taxpayers from the sale, in return for a share of the net proceeds.

Mark Hirst, DIO Development Manager,said:

“DIO is delighted to appoint VINCI St.Modwen as Development Manager on this major redevelopment project.

“Our purpose is ensure the right buildings are in the right place to support our Armed Forces and that the military estate is no larger than required to meet defence needs.

By redeveloping land which is no longer required by the Ministry of Defence we not only realise value for money for the taxpayer, but also provide space for homes and businesses which benefit communities.”

VINCI St.Modwen’s first actions will focus on progressing the current planning position. They will provide strategic advice and leadership on the site development and manage the disposal process. The company will also have the opportunity to construct some or all of the development’s commercial aspects and will build some of the residential accommodation.

Ben Cook, residential land director, St. Modwen, said:

"MOD Ashchurch complements St. Modwen’s expertise in regeneration and our ability to think long-term and innovatively to extract the best value from large-scale sites with previous uses.

“We are looking forward to working closely in partnership with the Defence Infrastructure Organisation and transforming this 200 acre site from its present use into a greener, sustainable, mixed-use community that will bring benefits to both the local and broader Gloucestershire economy and leave a positive legacy for the area and future generations to enjoy.”

DIO worked with GVA to seek out a suitable development manager.
