Mott MacDonald appointed owner’s engineer for USD1.5 billion power plant in Sur, Oman

Mott MacDonald has been appointed as owner’s engineer by the Phoenix Power Company¹ for the construction of the largest ever power station in the Sultanate of Oman. The 2000MW combined cycle power plant located at Sur in the Sharqiyah region is being developed to meet the growing commercial and consumer demand for electricity.

Capable of firing on both natural gas as the main fuel and distillate fuel oil as a back-up, the power station will be equipped with the latest Siemens ‘F class’ gas turbines and a dry low-NOx combustion system. There are a total of three CCGT units; two of these will comprise of two gas turbines, two heat recovery steam generators (HRSG) and a steam turbine while the third CCGT unit will include a gas turbine, HRSG and steam turbine. Exhaust gas from each gas turbine will be fed to its HRSG. HRSGs are of horizontal triple pressure design, natural circulation and with reheat and supplementary firing. The steam turbine exhaust steam will be condensed via sea water cooled wet surface condensers.

Mott MacDonald’s role will run for the remaining two years of the design and construction period and will comprise design review and the supervision of construction, inspection, testing and commissioning.

Grant Willis, Mott MacDonald’s project manager, said: “Early power of 433MW is scheduled to be available from April 2013 with the remainder of the 2000MW capacity scheduled for commercial operation in April 2014. Once built, some older, less efficient power plants in Oman will be decommissioned.”
