Mott MacDonald appointed to carry out evaluations for Kenyan Orphaned and Vulnerable Children Programme

The Kenyan Ministry of Gender, Children and Social Development has appointed Mott MacDonald to carry out evaluations of the orphaned and vulnerable children cash transfer (CT-OVC) programme in Kenya.

Since 2004, the number of orphans in the country has increased by 600,000 and is now estimated at 2.4 million. To strengthen the capacity of poor households that take care of these children and help them to grow up in a family setting, the Government of Kenya set up the CT-OVC programme, with support from the World Bank, UNICEF and Department for International Development.

Mott MacDonald will conduct three surveys over the next three years using tools including questionnaires and discussion guides. This will collect information about the education, health and nutrition of children who live in families receiving the funding and those who do not. The reports will provide “lessons learnt” from the processes of the CT-OVC programme, such as the criteria used for selecting poor households and the programme’s impact on the lives of orphaned and vulnerable children. The evaluations will also identify ways to improve the programme.

Dr Saul Johnson, Mott MacDonald’s project director, said: “These evaluations will help generate important feedback to the implementation process to improve the quality of programme delivery. Most of these children lack access to basic needs due to high levels of poverty and so far this programme has had a very positive impact. It has ensured the children receive regular feeding, clothing, shelter, attend school regularly, access health care and acquire national registration documents such as national IDs and birth certificates.”

The project is due for completion in 2015.
