Mott MacDonald retained on €120 million N33 Assen – Zuidbroek PPP project, Netherlands
Mott MacDonald has been retained as lenders’ technical advisor by Poort van Noord¹ on the €120 million N33 Assen – Zuidbroek PPP project near Groningen in the Netherlands. The project, which will improve traffic flow in the region and increase road safety on the highway, reached financial close on November 21 2012.
The scheme widens 40km of the N33 from single carriageway to dual carriageway and includes 27 structures which will be built or enlarged, including the construction of a movable bridge over the Winschoterdiep. The A7 junction will also be remodeled to a cloverleaf interchange.
The N33 project is the first instance where a pension fund has a role in the senior debt of a infrastructure project in the Netherlands. The Dutch government aims to develop a system for attracting pension funds as financiers for future infrastructure projects.
After completing due diligence of Poort van Noord’s technical bid documents, Mott MacDonald is now carrying out construction and operations monitoring during the remaining phases of the project.

Construction is expected to begin in February 2013 and is scheduled to finish by the end of 2014. Once construction is completed Poort van Noord will be responsible for the maintenance of the N33 highway for 20 years.
