In the 1998 Annual Report, SAS Chairman of the Board expresses the following: The ever- increasing competition in an airline industry that is globally more deregulated makes it important to be able to attract risk capital on competitive terms. It is necessary to intensify efforts to create a corporate structure in which the three SAS shares are brought together into one listed share. This would create a size of the company as an investment object and a level of liquidity that better meets the requirements normally set by international investors. In this context, better conditions would also be created for an effective pricing of the SAS share. At the same time it is necessary to initiate the question of state ownership in light of the continued development of deregulation in the airline industry."
