Dr. William Carter Receives Inaugural Arthur C. Stern Award

Pioneering ozone research stands apart to collect prestigious award

Philadelphia, 26th March 2013: Taylor & Francis and the Journal of the Air & Waste Management Association (JA&WMA) are proud to announce Dr. William P.L. Carter, research chemist emeritus at the University of California-Riverside, as the recipient of the inaugural Arthur C. Stern Award.

Dr. Carter’s research focuses mainly on the gas-phase atmospheric reactions of volatile organic compounds (VOCs) and the assessment of differences among VOCs in their contributions to ozone formulation in the atmosphere.

“Congratulations to Dr. William Carter, the first recipient of the Arthur C. Stern Award, for his pioneering work on ozone reactivity scales published in the July 1994 issue of JA&WMA.  This paper provided the foundation for requiring the use of reformulated gasoline to address the Nation's ozone pollution problem,” says Dr. S. T. Rao, JA&WMA Technical Editor-in-Chief.

Dr. Carter’s winning paper entitled “Development of Ozone Reactivity Scales for Volatile Organic Compounds” discusses methods for ranking photochemical ozone formation reactivities of VOCs. Their effects on ozone were used to derive 18 different ozone reactivity scales, one of which is the Maximum Incremental Reactivity (MIR) scale used in the new California Low Emission Vehicle and Clean Fuel Regulations.

The Arthur C. Stern Award is awarded annually to an author(s) for their outstanding contribution to JA&WMA in the fields of air and waste management.
