GERMAN CARTEL OFFICE HAS APPROVED PLUSNET

Stockholm - Further to the press release of Tele2 AB ("Tele2") and QSC AG ("QSC") dated 10 July 2006, Tele2, Europe's leading alternative telecoms operator, today announced that the German Cartel Office has given its approval for the creation of Plusnet, a joint venture between QSC and Tele2, effective as of 1 September 2006. The ownership of Plusnet will be split 32.5% for Tele2 and 67.5% for QSC. Tele2 envisages launching its ULL offer in Germany at the end of 2006.
